Luka himself has been watching her for dayyyyysssss. He knows she's dangerous but something about that danger seems enticing to him. This is their first meet up. But attacking the council is not one of those bad things. Those people killed her parents! They are not innocent, they are in power. They have been oppressing Zaun and powder/Jinx even before she was born.

Jinx didn’t attack innocent civilians, unlike Caitlyn, Vi and the enforcers.

They were both hurting, they both did and said shit they didn't mean. Ekko looking at Powder healthy and happy made him realize. Jinx could heal, that his love didn't just stop. It never went away, he still loved her. Its why he gentle with her, why he rewinds time. Its why he corrects himself.

Jinxs will literally haunt him because all this time spent angry could have been used to reset like they did when they finally talked.
