Silco isn't going to make the same mistake again, there is no point in fighting when they have no chance, just as Jayce points out. He needs to wait for the right opportunity, hence he "does nothing" as many Silco haters like to say, for seven years. And this is precisely why he pressures Jinx to create that weapon (and perhaps orders Warwick's creation), because until Zaun has hextech or some other edge there isn't much he can do.
