Quirk Help, Please~

Hey! I’m having trouble with coming up with a quirk for my OC’s Older Brother and I was hoping you could give me suggestions. I put a link below to my OC’s reference sheet that explains his quirk, he’s basically a human lighter. For his Older Brother I wanted him to have a fire based quirk as well but I’m not sure where to go from there =^= I would appreciate any suggestions! Quirk help!!

So I basically have this character whose quirk is that he can emit a quick flash of light which will blind the people around him for about 3-5 seconds. He is not a source of light really. The light he emits is just a flash and theres only so many times he would be able to use it consecutively. ANYWAY I need help. Is there anyway I could improve this quirk idea? My character who uses the quirk was a juvenile who just used his quirk to steal or run away. And now he is in a hero class and I’m having a hard time seeing how he could use his quirk for hero purposes. So should I change the quirk at all to improve it or keep it the way it is? @quirkideas
