I'm trying to write a Naruto Self insert/isakai fanfiction but I'm a beginner author.

The problem I'm having is making a scene or plot points when I don't have a actual plot.

Any tips or tricks to stay motivated?

So the transformed stuck-in-a-jutsu cat!Tobirama has been hanging around Konoha for a long time. Like a more pleasant version of Tora for the most part. Except well, ninja are curious and they'll look for explanations for things that otherwise don't make sense. Thus cat!Tobi is clearly a summons or contracted beast looking for a new summoner. So there are people that try to impress him because he's the envoy of the Nidaime's summons! I don't think those attempts end well.

It becomes an ANBU initiation ritual, trying to catch and impress this summons and if you can get within a certain distance you are GOD, OKAY? 

Cue even Kakashi failing at first, but Tenzou just kind of wanders over without even knowing what all the fuss is about and Tobirama is so curious about this boy with Hashirama’s hair and Hashirama’s Mokuton (plus fantastic taste in headgear) that he promptly adopts him. And thus Tenzou is worshipped/the target of so much jealousy/treated with awe when they see this uncatchable summons sitting in his lap or stalking around next to him.
