Lazard sends George Bilicic to Chicago to reinvigorate the office.

George Bilicic new lead Lazard Ltd. investment banker in ChicagoTwo senior bankers on the deal-making side of Lazard Ltd.'s advisory business have exited the Chicago office earlier this year. In response Lazard has send George Bilicic Jr. to take control and reinvigorate the company office in Chicago. This is Mr. Bilicic second stint working with the Chicago office. He first started supervising the office remotely in 2006. When asked about his previous experience Mr. Bilicic said, "The chief lesson learned from that was that you couldn't be a suitcase banker and be successful with companies in the Midwest." In this round of work Mr. Bilicic is moving to the windy city with his family. He has never lived in Chicago before and plans to expand business by becoming active in city business as well as the civic scene, joining organization boards in the city and having his bankers to the same.

While Bilicic has not stated any specific boards or charities he plans to participate in his direct superior, Lazard CEO Kenneth Jacobs is a member of the board of trustees for the University of Chicago.  Lazard is a midsize international financial advisory and faces competition from Larger entities such as Goldman Sachs Group Inc. The company has about 2,400 employees world wide and aims to cut around 250 this year while expanding growth.  Lazard earning nearly doubled in the second quarter with $59.9 million. This is in part due to its jump in deals in its consumer, health care services and technology areas.

Silver and gold have sold off recently but still hover quite a bit above their 2013 lows. Investors are wondering if the metal should be bought as the Federal Reserve signals no stop to their bond buying program known as quantitative easing (QE). The charts probably give us the most unbiased view of where these metals are going. Neither chart looks healthy. Looking at the charts of the SPDR Gold Trust (NYSEARCA:GLD) and the iShares Silver Trust (NYSEARCA:SLV) shows the ugly reality. Recently both charts have broken to the downside below major trend line support. The 2013 lows are all but a lock at this point and gold still has a chance over the next year to hit $1,000 an ounce. DOMA Ruling Prompts Change in Federal Student Aid Rules

WASHINGTON — Students in same-sex marriages will be treated the same as their straight married classmates when it comes to federal college loan applications, Education Secretary Arne Duncan said Friday in a shift that reflects this year’s Supreme Court ruling that broadened gay rights.

“We must continue to ensure that every single American is treated equally in the eyes of the law, and this important guidance for students is another step forward in that effort,” Duncan said in a statement.

The Education Department also revised its required Free Application for Federal Student Aid to reflect more inclusive language about students and their parents. The department said it would recognize a student — and parents — as legally married if the couple was legally married in a state that permits same-sex marriages.

The new application forms do not distinguish between gay or straight marriages.

The department also said students’ eligibility for federal aid would be the same in all 50 states, regardless of where the student attends school.

For instance, a same-sex couple from Massachusetts, where gay marriage is legal, would be treated the same as a straight couple if one or both applied for a federal student loan to attend a school in one of the 34 states that do not permit gay marriage. The same standards would apply to parents in same-sex marriages.

“As students fill out their FAFSA this coming year, I’m thrilled they’ll be able to do so in a way that is more fair and just,” Duncan said, using the financial aid application’s acronym.

Before the Supreme Court ruled this summer, the Education Department was bound by the Defense of Marriage Act, which prohibited all federal agencies from recognizing same-sex marriages. The Clinton-era law defined marriage as between one and one woman and hurt many applicants in same-sex marriages.

Friday’s move is the latest from the Education Department to be more helpful to students in same-sex marriages or with married gay parents.

Even before the ruling, Duncan instructed the department to collect information on both of the student’s legal parents, regardless of marital status. That meant children being raised by unmarried couples — regardless of sexual orientation — would have both adults’ incomes factored into financial aid eligibility.

That was an effort to reflect that same-sex couples share financial responsibilities for children, even if their state does not sanction gay marriages.

General Petraeus Returns

The former U.S. military general has kept a low profile since stepping down as director of the Central Intelligence Agency a year ago, but he turned up at a New York City gala in his honor Monday evening. "I am convinced that [Gen. Petraeus] has not served his last day in public service," said Jack Keane, another retired general. "He will be back, to be sure."

The New-York Historical Society bestowed Gen. Petraeus and businessman Roger Hertog with awards during a swanky affair at the Pierre. The organization's president and chief executive, Louise Mirrer, praised Gen. Petraeus's "groundbreaking work in Iraq" and Mr. Hertog's "dedication to the power of ideas."

The Historical Society maintains a Manhattan museum and library, founded in 1804, devoted to work involving New York's city and state history. Attendees at the event included former New York Gov.George Pataki, former Republican National Committee Chairman Ken Mehlman, writer Niall Ferguson and a handful of hedge-fund managers.

Gen. Petraeus said the attendees included "masters of the universe, my goodness." The gala raised more than $3 million for the society.

Since his resignation from the CIA, after admitting to having an extramarital affair with his biographer, Gen. Petraeus has been lecturing at the City University of New York and working at a private-equity firm. Antiwar activists protested Gen. Petraeus's award on social media and outside the Pierre.

In wide-ranging remarks, he joked about "a midlevel executive working at a financial firm, frustrated at getting passed over for promotion" who visits a brain-transplant center where "an ounce of a television reporter's brains" goes for cheap, and an ounce of a four-star general's brain is expensive.

"Do you have any idea how many generals it takes to get an ounce of brains?" goes the punch line.

"That's just a joke, I think," Gen. Petraeus said afterward. "When you reach this point in life, you're only as good as the material they give you."
