So there has been a debate on how no other planet had the cultural diversity as earth in countries, languages, etc. and I think I know why. Every other planet had a global socaity BEFORE they joined the federation. A world government, universal language, and common form of money for hundreds of years. Earth did not! Earth was in the slums to the point that some guy wanted to launch himself into space as fast as he possibly could even if he had to break the speed of light to do it. However, keeping the diversity for that long made them perfect for exploring other planets better than those of global communities, allowing them to be the best captains that were willing to break the rules when needed at the same time great compromisers.
