He held a costume party on a train and told people to kill the fox if they found it. The fox was there, for some reason, and he was in disguise, dressed as a cat. When Tom Nook realised that the fox was there, he ordered everyone to chase after him, and the fox escaped by going down a giant stone slide until it fell down a well.
