I already read the version that the cover boy is Vaas. But, I do not think that this is it. Firstly, In the game version of Vaas there is no scar on another eyebrow. Only one eyebrow.
Secondly, Vaas’s eyes are gray in the game. (Yes, they are brown in the mini-series. But still, I will add this point.)
Thirdly, Cameron Burke also has a similar scar.
I don’t think the cover boy is Vaas. I think this is a completely new character and has nothing to do with it. (I may be mistaken, but I want to share my opinion for the story)
