The reason seasons 12 and 15 are so Destiel heavy is because they were building up their closeness knowing they were going to kill Cas at the end and leave Dean behind heartbroken. They were making the audience as invested as Dean is in their relationship to make us as heartbroken.
I should also include S6/7 in this. Everything leading up to the pinnacle TMWWBK episode, and ultimately Cas' death. Dean's depression and first widowers arc in S7.
