They provide basic legal protection for individual rights. They were introduced to the First United States Congress by James Madison in 1789. The stamp features a design of two hands – “freedom” checking “tyranny” – by editorial cartoonist Herbert Block, also known as Herblock." discovered this antique store that sold a whole bunch of stamp material! mostly stamp packs but there were some really cool foreign postmarked singles that i picked up as well.
